Board of DirectorsVPABC is governed by a Board of Directors, with Directors elected by the membership for two-year terms. The President, President-Elect, and Vice-Presidents are elected by and from among the Board of Directors in accordance with the organization’s bylaws.
Supporting the Board is a broader Leadership Team, which includes Committee Chairs appointed by the Board of Directors. These Chairs lead specialized, skills-based committees and provide continuity, expertise, and operational support to advance the organization’s strategic priorities. As such, Committee Chair appointments are not term-limited, ensuring sustained knowledge and effectiveness within each functional area. Committee Chairs may participate in Board discussions to support alignment and coordination; however, they serve as non-voting members and do not hold decision-making authority within the Board of Directors.

Linda Cunningham
President-Elect
As a business and real estate lawyer, Linda is passionate about helping the Vietnamese community navigate key life chapters with ease. She believes they deserve top-notch legal support to protect their hard work and sacrifices.

Vice-President of Membership
Samantha Ton is passionate about bringing people together and strengthening the Vietnamese community. She’s known for her warm, thoughtful approach and her ability to build genuine relationships. Que-Tran Hoang
Vice President of Finance
Que-Tran (P.App, AACI, MBA, MA) is a Real Estate Appraiser at Farm Credit Canada. She was a member of the Global T.V. Diversity Advisory Board and the Vancouver Police Diversity Advisory Committee, representing the voice of the Vietnamese community.

Tammy Truong

Tammy is a business owner, community advocate, and strategic connector with deep experience in entrepreneurship, multicultural engagement, and brand development. She brings operational leadership, creative vision, and strong relationship-building skills across business, nonprofit, and public-facing initiatives. Her work reflects resilience, initiative, and a commitment to meaningful community impact and service.
Angelic Luong
Director (2025-2026)
Angelic Luong is a Sponsorship Director of the VPABC Scholarship Foundation and a Board Member of VPABC. She is also the primary donor supporting the Foundation’s initiatives. As a researcher and author in political philosophy, she develops Cognitiveism, a structured knowledge system focused on governance, education, and societal transformation.
